First Time Homebuyer Program The City has exhausted all of it's First Time Home Buyer Funds and will be applying for new funds over the summer. Please check back in the fall/winter (2011) to see if funds are available. Why rent when you can own? Need some help to buy your first home? First time homebuyers can now afford to purchase their first homes with a "silent" second mortgage. The City of Lincoln can provide funds for down payment assistance to eligible low-income families. Repayment is deferred for up to 30 years. To participate, you cannot have owned a home in the past three years. In addition, the household's total gross annual income cannot exceed HUD's income limits. For example, a household of four's gross annual income cannot exceed $58,500. The appraised value of the home cannot exceed Placer County's median home price at the time of the sale, and the home must meet minimum housing quality standards.
